Capt. Fred S. Bertsch III (ret)Principal adviser for functional integration management

At Work: Helps to define the training needs of sailors with the capabilities of NKO; responsible for measuring the results in terms of sailor performance

At Home: 51 years old. Married, three boys ranging in age from 16 to 23

Alma Mater: Old Dominion University, M.B.A. and M.S. in education; Hope College, B.A. in business. Joint officer training in international affairs (National War College) and logistics and business (Armed Forces Staff College)

How He Got Here:

1974 to present: Rose to officer rank of captain, U.S. Navy

1969 to 1974: Rose to enlisted rank of quartermaster second class, U.S. Naval Reserve

Mouthing Off:

The most misunderstood aspect of being a sailor: "When we go to sea, there is no lido deck."

How NKO will change the Navy: "It is all about linking sailors together. We are linking people with content (knowledge) in context (ideas) to create innovation that comes as a result of the natural interaction and different associations that we can make."

Toughest moment during NKO project: "Sharing the vision. How do you explain something so vast to so many to get the funding, momentum and use?"

Worst high-tech invention ever: "Television has been destructive, because as a society we were not mature enough to handle it responsibly--hence the follow-on invention of 'HeeHaw' reruns."

IT people need to understand: "That they are responsible for providing enabling technology for the business processes. Too often the IT folks become the masters versus the servants."
